The elephant in the room is our electoral system, which rewards poor performers because, to get elected, one needs to appeal to voters influenced by short-term objectives. The first act is to recognise that the system underperforms, and then we will find a better way and prove Churchill wrong

Indeed the current system is used to buy votes by plundering some of the population for the benefit of another.

Personally, I believe the jury system would be much better since the jury, which could include people selected randomly, would spend more time considering different options.
